The return itself is federal and identical in every state — same form, same weight categories, same deadlines. Three things are not: where you physically register the truck, what your state charges on top of the federal tax, and where the thresholds sit.

The part that surprises people

Five states tax heavy vehicles on top of the federal HVUT

Filing Form 2290 does not satisfy any of them, and a stamped Schedule 1 is not evidence of compliance with any of them. Three start well below the federal 55,000 lb threshold, so a truck with no federal tax to pay can still be fully liable.

These apply to carriers using the state’s highways, not only to trucks plated there. A Georgia carrier running a Kentucky lane at 60,000 lb owes KYU; a New Jersey carrier doing port drayage into the boroughs is inside New York’s HUT at 18,000 lb.

Where you register, and what the counter needs

Registration is not transacted the same way everywhere. Texas uses 254 county tax assessor-collectors, Illinois and Michigan use the Secretary of State, Pennsylvania uses authorised private agents, Oklahoma uses licensed operators under Service Oklahoma.
